Our Structure And Operation

Bridge City is a joint venture between Tongaat Hulett Developments (THD) and the eThekwini Municipality (eTM), where THD is development manager and sales agent for the project.

The Bridge City Management Association (BCMA) was set up to manage Bridge City’s public spaces. Broadly tasked with managing security, landscaping maintenance, general maintenance, design review and administration, the Bridge City Management Association’s operational activities are handled by Precinct Manager Hloni Mpanza. Employed by UrbanMGT (the company contracted to manage the BCMA) Hloni works with a dedicated professional team, service providers, contractors and the City to ensure the precinct meets optimal management levels.

Management Associations are fundamentally set up to protect and advance the interests of property owners within a designated area. This is achieved through the protection, promotion and maintenance of essential services, amenities and activities as well as the co-ordination of development in that area, which is funded through an Associations levy

A Management Association is set up as registered Section 21 company (not for profit or gain), which is governed by the Companies Act 61/1973, and whose operation is legally bound by its registered Memorandum of Incorporation (MOI). Click here for the BCMA Rules and Processes

Membership of the Management Association is entrenched in the property sales agreement of an area and therefore each property owner will automatically become a member of the Association on transfer of property, from which point the owner will also become liable to pay levies to the Association.

Management Associations are administered by a self-governing Board of Directors, that represents and is accountable to the owners or members of the Association. The Associations’ MOI provides for the specific responsibilities of the Board, which gives property owners direct control of their contributions, ensuring transparency and accountability.

The Board will usually appoint a management team, responsible for onsite operations and administration as well as overseeing the daily operations of all service providers, handling queries, coordinating meetings, collecting levies, financial management and development control.

What We Do

The philosophy of the Bridge City Management Association (BCMA) is one of value creation and protection for its members. This is achieved with support from the eThekwini Municipality (eTM) in providing a well-maintained precinct and stable urban environment where all owners, tenants and residents may live and work secure in the knowledge that they, their families, employees and customers are in a safe, well administered, and forward-thinking node.

Daily tasks of the management team aim to:

Provide safe and secure public spaces
Ensure a clean and well-maintained public environment
Develop active private-public partnerships for effective public space management

To achieve these aims, the BCMA focuses on tasks such as:

Proactive crime prevention with the deployment of resources changing as the patterns of crime dictate.
The installation of CCTV cameras coordinated by the developer, Effingham Development Joint Venture, and its’ service providers, with a room in the Bridge City Shopping Mall made available for a CCTV server room for the BCMA.
The establishment of the Bridge City Safety Crime Prevention Forum that meets every month to co-ordinate the expertise of persons and organisations involved in the safety and security in the INK area.
Liaising with City departments on security, policing and by-law enforcement.
The funding of a maintenance contract with GreenAfrica, a majority black owned landscaping contractor whose scope of work includes general landscape maintenance and planting and a range of repair work that falls between eTM line depts.
Responding to the changing needs of the physical environment for example, installing kerbing to protect trees in the parking bay areas; installing temporary and permanent bollards to address parking challenges; repairing street lights and purchasing replacements stock; repairing street signs and the like.
Continual monitoring of construction sites to ensure compliance with the Bridge City development
Reporting, tracking and ensuring repair work to municipal infrastructure is carried out by eTM line departments.
The creation of an informal trader policy in partnership with eTM.
Liaising with property owners the city and developers on the impact of infrastructure development project like the Go! Durban IRPTN.
Liaison with players involved in the taxi rank to better manage congestion, safety and general management.

Activities of the BCMA are carried out in a holistic manner with a view to integrating Bridge City and its’ component parts with surrounding communities, identifying and presenting opportunities through procurement and operations for local businesses and service providers, as well as encouraging access to all facilities within Bridge City to those in the region.

Hloniphani Mpanza, Bridge City Management Association Precinct Manager

Hloniphani (aka Hloni) joined UrbanMGT in August 2018 as an Assistant Precinct Manager to Bridge City and has since moved through the ranks to Precinct Manager. As an aspiring property developer Hloni sees precinct management as the perfect way to learn and understand the difference between having a building in a managed location where a building will hold its value better than not having it in a space that is managed. Hloni plays rugby for Durban Collegians. He’s married to his primary school sweetheart Nontokozo and they have a beautiful daughter together.

Nwabisa Mkhize, Head of Southern Operations

Nwabisa joined UrbanMGT in February 2017 after moving down from Johannesburg where she worked for Kagiso Urban Management / Urban Management & Excellerate Facilities Management as a City Improvement District Manager. A wife and a mother, Nwabisa is relishing her role in supporting the development taking place in Bridge City.

Brian Wright – MD Urban MGT

Brian Wright is the founder and Managing Director of UrbanMGT. With a Masters Degree in Sustainability (Rhodes University) and an International Marketing Management Diploma, Brian completed a four-year stint in the NGO sector, which honed the professional skills required to actively engage municipal and government structures, crucial for the cost-effective success of precinct management structures. While very much involved in the operations of the precincts, Brian also works closely with city structures on policy development and how best to unlock the economic potential of key nodes in the city and province.

Joanne Barnard – Company Secretariat

Joanne joined UrbanMGT to provide corporate governance and company secretariat services to the various UIP Boards. Joanne comes from a consultancy background, specifically relating to occupational pension trusts. Joanne relocated back to sunny South Africa a few years ago and she enjoys spending quality time outdoors with her beautiful family.

Maxine Schilz – Head of Finance

Maxine Schilz joined the UrbanMGT team in early 2018 to fill the position of Finance Manager. As a result of the growth not only in the business but in the financial compliance requirement in both the UIP and MA structures, Maxine’s portfolio is critical to the UrbanMGT service offering. Maxine is a Durban-local with two young sons.
